BEIJING -. Governments at the provincial level in China will be given more autonomy over the use of the ground, according to a resolution approved by the State Council, or China's cabinet

A pilot program will start to trust some provincial-level governments with the right to approve the conversion of permanent basic farmland construction surfaces.

The first batch of pilot governments at the provincial level as Beijing, Tianjin, Shanghai, Jiangsu, Zhejiang, Anhui, Guangdong and Chongqing, with a trial period of one year.

The resolution called on the provincial-leve l governments to strictly examine land conversion involving permanent basic farmland and nature reserves.

It also asked provincial authorities to protect farmland, land use economically and intensively, making good use of land exists, and safeguard the legitimate rights and interests of farmers whose lands They have been expropriated.
